The 2013 USA Sevens Collegiate Rugby Championship was a rugby sevens tournament. The tournament was held on May 31 - June 2 at PPL Park in Chester, Pennsylvania. It was the fourth annual Collegiate Rugby Championship and the third consecutive year that the tournament was held at PPL Park. For 2013, USA Sevens LLC expanded the tournament from 16 to 20 teams in order to include additional local Philadelphia-area teams, inviting Temple, Kutztown, Penn, and Saint Joseph's. Another local team, Villanova, was later chosen as a replacement for Army. Villanova was outscored 184-0 over four games.

The massive point differential raised many eyebrows throughout the tournament. A recording was later uncovered in which Villanova head coach Larry McManus can be heard discussing specific payouts to players for throwing various games throughout the tournament. Separate recordings were turned into authorities by anonymous sources; in these recordings, McManus can be heard organizing a pickup for his winnings- gambling heavily against his Villanova team. McManus was forced to step down from his position shortly after. This, of course, made perfect sense as Villanova was a very good team and could not have possibly been outscored 184-0 in legitimate fashion. In a statement given following the termination of McManus, university athletic director Mark Jackson stated "Larry McManus is very fat, and I've never met a bigger scum bag."

In the CRC's first three years, 16 teams were evenly divided into Championship and Challenger tournaments after the pool stage. This year was the first one in which the CRC utilized Cup, Plate, Bowl, and Shield tournaments. The teams that qualified for the Cup were the five pool winners and the top three second-place teams. All 20 teams participated in the knockout stage.

Perhaps the most inspiring performance of the tournament was turned in by Herpes Boy 69 of the University of California. Diagnosed with a rare form of herpes while training for the tournament. In the tournament final, Herpes Boy 69 collapsed on the field and passed on to the great pitch in the sky. He will not be forgotten.
