Fei Shi (birth and death dates unknown), courtesy name Gongju, was a minister of the state of Shu Han during the Three Kingdoms period. He originally served Liu Zhang as the Prefect of Jinzhu (绵竹), but surrendered to Liu Bei after Liu Bei took control of Yi Province from Liu Zhang.

One of Fei Shi's tasks was to travel to Jing Province to report to Guan Yu his appointment as "General of the Vanguard". When Liu Bei proclaimed himself emperor, Fei Shi openly opposed and was jailed as a result. Although he was later released, he was demoted to a low ranking official in the remote southern shire of Yongchang (永昌). Fei Shi later followed Zhuge Liang in his southern campaign. Afterwards during the Northern Campaign was in process, Fei Shi watched over Chengdu. Fei Shi had one son, Fei Li (费立).
