The men's association football tournament at the 2009 Maccabiah Games was held in Haifa, Israel from 12 July to 22 July.

For these Games, the men competed in a 17-team tournament. Preliminary matches commenced on 12 July, the day before the Games' Opening Ceremony. The teams were grouped into four pools of four teams each for a round-robin preliminary round. The top two teams in each pool will advance to an eight-team single-elimination bracket. The Netherlands pulled out just one month before the competition.

The city of Haifa served as the venue for the 2009 Maccabiah Games – men's open football tournament.

Originally, Neve She'anan Stadium was chosen to host the final. However, once the draw took place for Maccabi Haifa's UEFA Champions League qualifiers and there was no conflict with the tournament end date, the venue was changed to Kiryat Eliezer Stadium.

All times are Israel Standard Time (UTC+2).

Group winners and runners-up advanced to the quarterfinal round.
