Francis Plowden

Francis Plowden FCA, born 1945, is an independent adviser on public policy and management who was previously a senior partner at PricewaterhouseCoopers, where he had worldwide responsibility for work for Governments and Government organisations. He has advised and published on Government reform in the UK and elsewhere, mostly in the English- speaking world. He has held Board positions in UK private, public and quasi-public sector organizations, including as an initial Commissioner of the Judicial Appointments Commission, chairmanship of the Child Exploitation and On-line Protection Centre, the Greenwich Foundation for the Old Royal Naval College, the National Council for Palliative Care, and Board membership of the Serious Organised Crime Agency, the Children and Family Court Advisory and Support Service, CARE International (UK), the Royal Armouries and the Royal Ballet School. He has also worked as a Boundary Commissioner. With Christopher Foster he published The State Under Stress, a comprehensive assessment and critique of the 1980s Government reform movement.
