Was appointed by Phil Batt to serve District 22. He won election for his first full term in 1996, was reelected in 1998 and 2000. He served has assistant majority leader of the state Senate from 1996 - 2002.
Sandy was first elected has chair in 2002. Chose not to run for reelection has state chair in 2004 due to backing Gov. Dirk Kempthorne's temporary sales tax increase in 2003 and of some special interests for supporting a smoking ban.Which he felt like would make him less likely to win. Had China (Veldhouse) Gum (2002-2004) has his Executive Director.
