The Mayor of the City of Nizhny Novgorod is head of the executive branch of the political system in Nizhny Novgorod, the City Duma of Nizhny Novgorod. The City Duma administers all city services, public property, police and fire protection, most public agencies, and enforces all city and state laws within Nizhny Novgorod. Since January 17, 2018 the position is occupied by Vladimir Panov.
October 26, 2017 was approved by the law on the return of "one-headed" administration, where the mayor of the city is endowed with the authority of the head of administration and the head of the city. In December 2017, a return to this administration began.
From 2010 to 2017 the city administration was divided between two posts - the head of the city and the head of the city administration. From 1991 to 2010 there was a one-headed system of legislative and executive power.
The mayor is not elected by popular vote, but appointed as a result of the closed vote of city council deputies.
