Nùng Tồn Phúc (Hán tự: 儂存福, Chinese: 儂全福 Nóng Quánfú, Zhuang: Nungz Cienzfuk ; ?-1039) was a Nùng warlord of Cao Bằng in Annam at the era of emperor Lý Thái Tông.
Around 1020, Nùng Tồn Phúc married A Nùng, a shaman and the daughter of a chieftain. He was father of the Zhuang warlord Nùng Trí Cao (known in Chinese as Nong Zhigao). Nùng Tồn Phúc and his older son Nung Tri Thong made the first effort at rebellion against the King Lý Thái Tông, but this failed and both of them were caught and executed. He killed a Cen clan member and took his lands to found Chang Qi Guo State.
