Provincial Civil Service (IAST: Prāṃtīya Sivila Sevā), often abbreviated to as PCS, is is the administrative civil service under Group A and Group B of the state service of the executive branch of the Government of Uttar Pradesh. It is also the feeder service for Indian Administrative Service in the state.
PCS officers hold various posts at sub-divisional, district, divisional and state level from conducting revenue administration and maintenance of law and order. Department of Appointment and Personnel of the Government of Uttar Pradesh is the cadre-controlling authority of PCS. Along with the Provincial Police Service (PPS) and the Provincial Forest Service (PFoS), the PCS is one of the three feeder services to its respective All India Services.
The recruitment to the service is made on the basis of an annual competitive examination conducted by Uttar Pradesh Public Service Commission. One-third of PCS quota is filled by promotion from Uttar Pradesh Lower Provincial Civil Service. PCS officers, regardless of mode of entry, are appointed by the Governor of Uttar Pradesh.

After completing their training, PCS officers generally serve at the tehsil as Sub-Divisional Magistrates (SDMs). After 10 to 12 years of service, PCS officers get promoted, as City Magistrates, and later, as Additional District Magistrates. Most districts have three to four posts of ADMs, most common of them are City, Finance/Revenue, Executive, and Land Acquisition. Later they are also promoted as Chief Development Officers, who looks after rural development and general superintendence over most sectoral development in districts. At divisional level, they are posted as an Additional Divisional Commissioner. Most divisions have two to three such posts, most common of them are Judicial, Revenue and Executive. In the State Secretariat, they serve as Special Secretaries, Joint Secretaries and, in rare instances, as Deputy Secretaries.
